Toggle flat head push buttons operate differently than standard push buttons. Typically, when a button is pressed down the electrical circuit connection is opened or closed only as long as that button is held down. Once the button is released, the connection then returns to its original state. When toggle buttons are pressed, the connection opens or closes and remains that way until the button is pressed a second time.
